I know this thread is old, but I would like to know if it had a solution, as I am facing a similar problem in my User Report. My outcomes are set as visible in the gradebook configuration, but in this specific course, they are not appearing to students, even though the configuration of gradebook and permissions are identical to another course where this problem doesn't occur.
