Which browser are you using? We have seen this problem in our district's Moodle, but only (I think) when using Internet Explorer 8.
If you are using Internet Explorer 8 and haven't already tried a different browser, try Firefox or Chrome. Or a newer version of Internet Explorer, if possible.
