I do have this same problem, i need to remove the Online Users block from my home page for all the users . The above solution does not work. It just removes from my home page for me alone.
As a admin i deleted in my MY HOME page. it is not reflected to all users.
can any one please help me out of this.

In case you're still having difficulties with the My Home page: visit https://docs.moodle.org/29/en/Dashboard#Setting_the_default_Dashboard_for_new_users.
Access Administration > Site administration > Appearance > Default Dashboard page and then remove the Online Users block.
For your own user (admin, presumably), you may have to visit My Home and then hit the "Reset page to default" (after clicking "Customise this page").
