I am working to try to create a collaborative program across 3 community colleges, and (of course), each one uses a different system: D2L, Moodle, and Blackboard. My interest is in being able to somehow NOT require an entire community college to change their platform for a new degree/set of courses, but to somehow be able to create courses that can be offered in each of them, in the same way, that will include synchronous learning opportunities flowed into the 3 colleges simultaneously.

Is this going to be even remotely possible? I'm not going to be the one implementing this, but will clearly need to lead a different kind of strategy conversation. I figured that someone in this forum would likely know if it'd be at all possible, and if so, how.

The short answer is no. The longer answer is that (sadly) most organisations use their VLE to share documents such pdf,word and powerpoint and all the systems you mention will do that. You may be tempted by SCORM as a cross platform solution but I do not recommend this.

I think it is worth asking, what will happen for the face-to-face sessions, if any? The students can't all stay on their own campuses and have a class where they all interact.

Of course, if the class sessions were pure chalk-and-talk, then you coule use a web cam link, but surely a good class session would be more interactive than that? In which case, the students would have to come together in one room on one of the campuses.

So, what is going to be nature of the online teaching and learning. If you are just going to throw PDFs at the students, it is easy to copy into each VLE, but if you want the students to have an online discussion, then they will all have to come into the same forum, which means one of the institutions making the virtual rooom available to all the particiants in the programme.
