Are you used to an older version of Moodle and you have got a newer version of Moodle? On your course page turn on the editing. If you are using a modern up to date web browser you can then drag and drop your file onto your course page. If you want a button instead, then click the link "Add an activity or resource" in one of the sections and choose "File". See File
