Gabriel,

I logged into our Moodle using the user account that I set up for the webservices. Than I simply accepted the site policy that showed up.

You can find the settings for the site policy here: Administration > Security > Website rights (don't know if that is the correct breadcrumb, 'cause I just translated it; but you can also search for "sitepolicy" within your Moodle).

Btw. I suggest that you really login using the webservice user account and try for yourself if everything works as expected.

  For those who have difficulty in logging into that webservice account or if like me doing so would cause other operational challenges to an existing site then note that you could always just update the policyagreed column to 1 on the mdl_user table for the webservice id.

  I wouldn't suggest doing this as a standard process but in a pinch where you are tying to enable a site policy on an existing site then this will also resolve the webservice issue described above
