In 2.6, is there any way to make the requirement that students accept the assignment 'submission statement' global and mandatory? I'd like to apply it to all assignments over our while site without having to go into every single assignment to switch it on every single time.

I know nothing about php - how do I edit that setting? I can navigate through the folders to find /admin/settings.php, but that brings up a page that does not contain anything like modsettingassign - at least as far as I can tell.
Am I on the right track?
As site admin, go to Site administration>Plugins>Activity modules>Assignment>Assignment settings
