Students to edit their own discussions?

I would like to allow students to edit their own discussion but not other's.
Or maybe there is a better way to do this....

They are to post their web site URLs in Moodle so that all other students can see their work but as they develop more of web site, I want them to be able to update the Message part of their post to show what they have added.  Right now, they can edit only within the half hour of posting their information.

Thoughts appreciated...

Would it perhaps be better to use a wiki for this, as that supports editing?

I just looked into the Wiki but it does not seem to behave as nicely as that which is found in a forum.  Maybe I need to explore it more.  I guess I will start a separate discussion for this.

I really like this.

After making the change, will individual instructors be able to set their own limit or is this global (One setting for all)?

Since it's a site policy, this is global unfortunately. 

The philosophy behind is that posts shouldn't be edited retroactively, as it could potentially mess with the discussion that follows.
