Assignment Creation

Does Moodle provides any REST API's which can be used to create Assignment from an external tool ? Canvas , D2L has standard API's which is very useful for the same.

The answer is currently no. See http://docs.moodle.org/dev/Web_services_Roadmap for a list of all existing Apis by version and any that are currently planned.
