Can Moodle deal with special punctuation words? Whether is a heading of a form, or a table content.. punctuation chars are replaced by ??  Does anyone have this problem as well?

Example: Confirmação     Confirma??o

Have you enabled the Internationalization (intl) extension in PHP?

It was already installed. Problem still occurs. Note that this is only happening on my local plugin development.

@Luís As you can see, the standard Moodle navigation block doesn't show international language errors, but for example, a table of mine of my local plugin does. My lang folders are en and pt( portuguese).

I have the intl extension installed and uncommented

extension=php_intl.dll   on php/php.ini

@Damyon What can/should I do to check/correct the settings? I'm not very experienced with these matters :S

I have solved this issue. I didn't have utf8_encode on the necessary locations shy. Anyway, thank you.
