are you logging in as a real user? - is that user enrolled in the course? - have you checked the permissions?
you should also try using google to search these forums for possible solutions - one similar post to yours is here:

but... you should really be upgrading to a more recent stable supported version of Moodle - not many people here in the forums will be able to help with issues related to 1.9

Hi Harmony,
- I usually check the following with this kind of problem: Is it really a general forum? Or could it, technically, be a News forum although someone has changed its name into something else? (Check type of foum)
- Has the group mode been activated? Then only people assigned to groups can view postings. (Check the symbols next to the forum when in Editing mode)
- Is there a closing date set for the forum?
It’s been some time since I have used 1.9, not sure that all of those things were even possible in 1.9.
Harmony, who told you Godaddy only supports up to Moodle 1.9?
