Moodle/Mahara SSO problem after upgrade

Hi,

We have upgraded our Moodle (from version 1.9.19+ to 2.4.6+ (Build: 20130927)) and Mahara (from version 1.5.1 to version 1.7.2).
We have successfully re-created integration between Moodle and Mahara according to mahoodle documentation. We have recreated the keys and checked if everything is ok  with it.

Now when we create new user in Moodle and try  to go to Mahara everything works perfect.
We have problems with old users when they try to go from Moodle to Mahara.  SSO do not work.
The error that is show is:
Sorry, we could not log you into Mahara at this time. Please try in again shortly, and if the problem persists, contact your administrator".

What can be the problem?

We have some suggestion from the community to check the password salt in config file and can confirm that the same password salt is on his place.

Some people also had some problem with difference on time on the servers because the token that is send from Moodle to Mahara contains a hash that includes a time stamp but in that case the SSO should not work for all users not only for the old ones.

We tried to connect the same Moodle installation with Fresh Mahara installation and it is strange that  the same problem exists even with a clean Mahara instalation.  However when the user try to go from Moodle to clean Mahara installation is properly registered in the system and in the appropriate institution but the login to Mahara fails with the same error.

Any idea what can be the problem?
