Upgrade stops at "System" 2.5.2 to 2.6.2

HI All,

We have a problem at the moment where our Moodle site will not upgrade,

We are running Windows Server 2008 R2, IIS 7.5, MSSQL 2008, PHP 2.3.13.

The site itself seems to be running and performing fine.

When i try to upgrade, using a browser, (shows all the usual checks). I then press Upgrade Moodle Database now and it sits there with the browser "wheel" spinning and then eventually times out.

If i try on the command line, it all starts fine, then once i type "y" it says System then stays at that indefinitely. 

"PHP.exe c:\inetpub\wwwroot\MOODLESITE\admin\cli\upgrade.php"

Any help much appreciated.

Just incase anyone else hits this problem.

I also run into this problem when upgrade moodle 2.2.11 to 2.6.3+.

We are running ubuntu 12.04, Apache Server 2.4.9, MySQL 5.1.63, PHP 5.5.12.

Anybody know how to resolve it?
