That's a good idea and we can continue to work out the details. You can add a tracker issue in the Dataform tracker (https://tracker.moodle.org/browse/CONTRIB/component/12338/).
Maybe instead of a global field, a management tools for admin to add and manage a field in multiple Dataforms. Each instance will still have its own copy of the field, but the configuration of all copies would be centralized.
