Why is RANK not consistent?

The attached graphics show two different reports: User Report and Overview Report. I circled the rankings for both reports.

My question is, why are the rankings different in the two reports? Also, is the ranking lowest to highest (e.g. 1/50 meaning first rank [highest in the class] or, does it mean LAST in the class?), or is it highest to lowest?

Rank has a host of problems nobody's tackled yet. I don't allow it at our school.

What kind of problems, Bob?  Are any of these problems in the Issue Tracker, that we can vote on?

Besides the one I showed? Well, another one for instance is that a ranking is shared by multiple people. That can't be possible. You are either first or second. But both people can't be first in rank.

If my 'wayback recollection' serves me correct the problems come about when you have conditions like, droplow, keephigh, excluded. MDL-30179
