just like on the course management page, on the user listing page (Browse list of users) there should be a checkbox next each user/student. so multiple user selection must be possible. also "selece all" and "select none" features must be available. actually bulk user actions could be moved to and made available on this page (Browse list of users). moreover, on the "Browse list of users" page user display number can be changed immadiately according to the needs such as 25, 50 or 100 user on each page via a selection box.
i installed offline version of Moodle 2.7 dev in order to see and test new features. 2.7 do not have these features (the ones mentioned above.) but in this way it could be easier for admins to manage users.
