Does anyone know if it is possible to create a role that can create users at the course level only and enroll them in a restricted set of courses? We are planning offering courses that will be taken my multiple customers so we are planning on breaking the customers into hidden groups. Inside the group we want a manger role that can access the marks of only the people in the group. We have figured out how to do this. If possible we would also like the manager to be able to create new users and enroll them (only) in the groups that they belong and to not have any visibility into any groups that they do not belong.
As user creation is a the site level this may not be possible but I thought I would check.
