In a follow up, we have enabled "force completed" under "compatibility settings for this 1.2 scorm package and even then the completion tracking does not check. We have completed course and ran cron.
Any ideas or recommendations anyone?

We are using the same scorm package but pulling it using the file repository method and the completion tracking is updating.
