I want to add them in a location in which the student can find them, and that they have to "agree" to the terms of use in order to use the service. Any ideas?

For terms of use, see Site policy URL in Site policies For your FAQ you could make a page from the Main Menu block and then if you wanted to, using the custom menu settings in Site admin>Appearance>Themes>Theme settings, add its URL there so it appears as a dropdown at the top of the page.

Mary, how exactly do I get to "site policies"?

And how do I do this: "add its URL there so it appears as a dropdown at the top of the page."

Mary, I finally got around to this. I was able to do it, but I can't alter the appearance in terms of font, centering, bold/italics/underline. I entered the information plainly, and then again in html. Nothing seems to work. It looks very plain and bad. How would I fix this?
