What you need to do when you set up your course is have groups setup, each with an enrollment key. Then have the students enrol using the appropriate key for their group.

Tanya's idea is the only way I know to get this done from a course teacher role. If you have several groups to set up you can make a CSV file for that with groupname,description,enrolmentkey columns. See the documentation here for more information.
If you have a really nice site admin, there are some other ways this can be worked on.
