Yes, it is possible.
By using "Audience Visibility" within the course settings.
Before using it, you must have created dynamic audiences with the rules that you want to apply to the visibility conditions you want to enforce.

Aren't you mistaking Moodle for Totara? Totara has that audience visibility thing. Moodle does not, as far as I can see.
If I am in err, please provide a workflow for accomplish the configuration in Moodle 2.
