The sort order setting is always available on pre-conditions in QuizPort, so if you don't see that setting, I suggest you update your version of QuizPort. Another indication that you have a old version of QuizPort is the double brackets arround the [[attemptdelay]] setting label.
The sort order setting is also available on TaskChain, but it is an "advanced" setting (see screenshot), so you may need to click the arrow to expand all settings or the "Show more" link.
