I am not much familiar to moodle, so can any one pls help me to get start up for development of new theme
There are docs to read through here http://docs.moodle.org/dev/Themes
I'd suggest starting out by looking at how some of the core themes are structured, clone one of them (see the docs) and have a 'play' - but do it on a test site not on a live production site!
