the type of implementation you mention is going to be pretty standard for almost any company, I am wondering if you got it working and it would be interesting to exchange details as I am not sure our way to do it is the most optimal
We implemented the annual compliance trainings through badges that last for exactly one year. Pretty standard course creation with one single question at the end, sort of "Have you read and understood the contents of blahblahblah?" If yes, then scored 100 and get a badge. If no, then go back to the start and go through the course again. Our compliance managers just need to review who has passed the course and who has the badge up to date. We used auto_enrol for generic compliance, but there are some specific groups that have their own courses and those get enroled by manual cohort enrolment.
We did not get started with learning plans based on job type or hierarchy, I am looking into ELIS for that, but haven't found a simple and satisfactory way to handle it.
