I have created a new course with 3 topics and i need to create the hyperlink for the topic name please help me in this.

I've got just the same question.

 How to insert links in forum topic's name? Expecially when those topics are shown on frontpage in "Latest news" block.

My topic is auto linked already in the 'Latest News' block . See the screenshot below:

It is my Moodle2.6.3. But I think the link is there for every version of Moodle.

Can you take a screenshot of yours?

The section/topic name field doesn't allow HTML code. 

Are you going to create a hyperlink from other location to a specific section? If so:

Open your course first, your will get an url looks like: www.yourmoodle/course/view.php?id=100

Simply add #section-number at the end to make an url looks like:

www.yourmoodle/course/view.php?id=100#section-10
