It's true that the work to do this is much more than the added value. Also true that in Moodle there are not too many places where this would make a lot of sense.
I'll buy the "too much work" thing, but I'm still a bit against the idea that the tabular interface can be seen 1 to 1 as a menu. I'm jumping the gun here, true too. If we get some confusion amongst the users we can still change the theme...

Run away from this bikeshed now I must.
Edit: the user profile is a special case here, true (number four), as the contents of another "tab page" affect the contents of another one. But here to me it seems that the button to change the profile was (UI wise) a better solution than the tab, as nice as the tabs are
