Moodle version 2.3 onwards.
I can’t believe we are the only ones struggling with this problem and I cannot believe the way we work is right. So...
How can you control the release of feedback and grades? What do you do in your institution?
Problem – Students are confused because we hide assignments when the deadline falls and we reveal a second assignment for late submissions. (Students think the late assignment is the same as the first assignment and that their work has disappeared [despite explanatory labels]).
Why we hide the assignment after the deadline.
We do this because we have a three week turn around on marking work and want to start marking immediately. We hide the assignment while marking and moderating because we want to release grades and feedback to all students at the same time. When we unhide it, all students get their results at the same time.
Why we have a separate late assignment.
We do not use the second deadline available in Moodle 2.3 assignments because we want to start marking immediately, not wait a week until the late period finishes and we can close the assignment. So we close the regular assignment and make a second late assignment available.
We do not show Gradebook to students. Students get their feedback and grades from individual activities (e.g. assignments)

In my enthusiasm for your answer I replied too soon. On looking into it I realise we had looked at this before and it only partly meets our needs. It does allow you to control the release of the grade but does not control the release of the feedback file or comments.
