Is the Moodle calculation grade anything like any of the cluster analyses in SPSS (Under Analyze, Classify)? Is it possible for the person responsible for the formula in 2.4.4 to explain the formulas and notations?

There is no a single formula that would describe how the grading evaluation method "Comparison with the best assessment" calculates the grades. It's a well defined and deterministic algorithm though. Other calculations used in workshop, such as those for calculating the grade for submission, are in the module docs and should be correct.

I disagree that it is well defined. If it is not possible to adequately communicate it, it is not well defined.
