Mysql error while installing Moodle2.6

i am using moodle version 2.6  While installing moodle, i get database error like this,  

  " Error: Database connection failed

It is possible that the database is overloaded or otherwise not running properly.

The site administrator should also check that the database details have been correctly specified in config.php "

Warning: mysqli::mysqli(): (HY000/2002): No connection could be made because the target machine actively refused it. in C:\xampp\htdocs\moodle\lib\dml\mysqli_native_moodle_database.php on line 76

I don't know, but if you Google "InnoDB: Attempted to open a previously opened tablespace", you'll find quite a lot of discussion. My feeling is that this is an issue with your MySQL setup rather than anything to do with Moodle.
