What is the phase setting of your Workshop? I also had this problem. Through trial and error, I discovered that I was able to switch back and forth between phases, so that I could allocate early submitters to review each other's work and so that the work would be accessible. I was fearful of damaging the data in the Workshop, but ignored my fear. The support forum and Moodle docs are just too piecemeal, and even after huge amount of time delving into these documents, only bits and pieces of info can be found. Alas, I do not remember which Workshop phase lets students see the others' work. But I do remember that once I switched to that phase for the 'early birds' then students who tried to submit work could not do so. So I had to switch back to the submission phase. I emailed students through campus email, not Moodle email, to email me (not via Moodle email), when they were ready to submit, so that I could switch phase for about 1-2 hours. I have only one course with a Workshop, and only 19 students in that course, so it was possible to do this, even with my other non-online courses as part of my workload. With many students and multiple online courses, this approach may become impossible. My priority has been to learn to what Moodle is doing within Workshop and to accommodate working students (12 hours shifts, multiples days of work) so that when they are ready to deal with course assignments they are able to proceed. Ongoing concern: I don't know the consequences of switching back and forth between phases, and what kind of glitches may happen.
