I try all the quide that, but My Admintration block do not want to expand.
Hope there will be someone really know how to manage this problem.

I've create this issue on the tracker: https://tracker.moodle.org/browse/MDL-43013 before seeing your post here. However, same as you, the suggestions from the link didn't help. Maybe you can try my workaround, just typing in the /admin/index.php in your browser should bring on the administration section and then, menu should work as usual (as long as you stay on administration pages).

Configure the Administration block after you turn edit settings on. There you have option for "Where this block appears", select "visible throughout the site" and for "On this page", select "yes".
Hope it solves your problem too.
