My feeling is that you are describing something that is primarily an organisational/admin system although quite a lot of that makes no sense to me (e.g. what is "transportation tracking"). Moodle primarily delivers course content.
As Marcus says, however, I'm a bit unclear what the question is. If the Sapphire system meets your requirements then use that, surely?
