Backup and Restore of a course with due dates during Time zone change

I am in America/Los Angeles and attempting to backup and restore new sections for our next term. Everytime we have a time-change the due dates in the courses I backup and restore shift by an hour after the time change has occurred. All of our assignments are due either at 11:55pm on a given day or 8:00am on a given day. During the restore process the server accounts for the time change and all due-dates shift either forward or backward by an hour. Is there a way to circumvent this? Without affecting the current due dates in our currently running courses by setting the time to -8 during the course restores.? Our due dates will not change in either time setting we want them to remain at 8:00 am or 11:55 pm. 

Please help!

We have the same problem with most of our assignments being due at 11:55 pm.  The Spring time change shifts everything forward to 12:55 am and the Fall time change shifts things back to 10:55 pm.  This is bad enought but this shift also affects exam open and close times with the result we have students who are either missing exams or running out of time.

We are currently in version 2.4.5 and located in the Mountain Time Zone (Rockie Mountains).
