Just put in. BlueLines theme. The header has a jubilant scholar pic. Seems good for coaching institutes etc. Download theme and PSD file from MoodleThemes.

On the subject of tutorials how was Bg Blue Line created in PS
Also tutorial of how all of this works in Moodle and what are the ways of designing the whole environment incorporating config.php and styles.php in Golive or Dreamweaver?
It all seems rather disconnected in my perspective

Walter..our goal is to release at least 20 themes for 1.4x first, then 5-6 for 1.5 dev. Then we'll get down to tutorials and concepts.
