Is it possible to modify Moodle so that you can control who has authorization to chat to whom on an individual basis? For example, a teacher may want to be contacted via chat only by people who have registered for their tutoring services. These restrictions would be automatically set when a student registers for tutoring services in a module we plan to have developed.
