Let's make this simple. This is not a Moodle issue and so you have two options:
- Demand that your hoster fixes your account and hands you a truly working server (something you need to handle directly with them).
- Run the... fastest you can... out of there. Look for a good hosting provider.
If you don't do either of them, then you really needn't bother about trying to install Moodle: you are going to waste precious time and you'll never have it working.
