My teachers are trying to modify course material for IEP students. Currently they are creating two of some activities, for instance - quizzes. They tell the IEP kids to take the modified quiz. I had the teachers put the IEP kids in groups. The only option I see is for teachers is to create an override for a user or group. This only adds a password and can allow more attempts. It would be nice to make the modified quiz or other activities/resources only viewable to the IEP group and the other only viewable to the other group.
