Thanks for everyone's replies, this has now been resolved. This was an issue with the Moodle rule on our internal TMG firewall. We had set TMG to redirect the Moodle pages to HTTPS. HTTPS wasn't set up on our Moodle box, so when we stopped the re-direct the pages processed fine under HTTP.
