I'm thinking about setting up chat office hours. Is it possible to set it up so that students from different related courses could join at the same time? if so, how would I set that up? Thx.

If it would just be a general chat, you could perhaps create a chat activity on your Moodle home page in the main topic section or the main menu block. This will be accessible to all your students and they can join in anytime depending on your settings of course.
You may want to check what your default role setting is on the front page as the chat activity may require it to be set to student depending on your settings.
