I would like to create a plugin for moodle elearning platform

I would like to create a plugin for moodle elearning platform and my idea is "Life System", like a simple game where:

- Students have 3 lives;
- If the student misses deadlines for submissions they automatically loose a life.
- If the student looses 3 lives they automatically are summoned for a face to face progress meeting.

I want install this plugin on my moodle that actually is the last version, but I need it to be compatible with earlier versions of Moodle.


The budget is not very high, because it is just a simple plugin for teaching, not for commercial use, but only for educational experiment.; however, let me ask you an estimate of the price and how much time is needed for the development of it because i need it for mid-September.
