I installed Moodle 2.5.1 in lenovo thinkcentre [ All in one Pc ] ...I Run the MoodleStart.exe .After that I can not access the localhost .... In Google Chrome Error Description is "This webpage has a redirect loop" ..In Internet Explore Error Description is " This page can not be display " ..Please help me to solve the problem .... Thanks in advance ....

have you enabled "Logging in with HTTPS". If so, then this might cause issue.
Or it could be cookie related issue. Refer the below
