Yes to be clear this is a bug in all current versions of Moodle. See MDL-36877
The workaround is to go to Course Administration -> Edit settings and in the "Appearance" section set "Show gradebook to students" to "Yes" because if this settings is "No" the end of lesson page will not be displayed.
But as you will see in MDL-36877 I am working on fixing this bug.

I am on Moodle 2.8.
My students cannot access the next activity.
1) I did ensure that the students were able to see gradebook, but still not working.
2) I have a lesson, then a certificate of completion, only available once the lesson has been completed.
3) I have tested this and even though I have successfully completed the lesson with "Congratulations" appearing at the end, I still cannot access the certificate of completion activity. Please assist.
