How to enable an assignment based on completion of another activity?

I have 2 assessments to add to my course - a quiz and a report submission.

I need the students to get a minimum 40% on the quiz to be able to attempt the report submission. If they get 40 or above, they can go ahead and submit the report, otherwise, they should not be permitted. Is this doable in Moodle 2.3?

Should be able to; have a look into activity completion here and then conditional activities here(I never used 2.3 but pretty sure it was in place by then).

Yes, you use access restrictions to do this. You set the access restriction in the settings area of the Report Submission activity to only appear on the condition that the Quiz score is 40 or above.

Every resource and activity has the ability to do this. You will find it in the "Restrict access" section near the bottom of the settings for any resource or activity. If you don't see it, then make sure the administrator has actually enabled this ability in your site (in Site admin > Advanced features > Enable conditional access.)
