Topic section gone from 1.5 site page

This has probably been discussed in this forum but I missed it: in Moodle 1.4 there was a topic section above the list of courses or categories or news items (it was only shown to the student if it was not empty). In Moodle 1.5 this seems to have disappeared. Why?

It's still there, eg http://test.moodle.com/

but the site settings have changed to allow more options.  You can now have ONLY the topic section  eg http://moodle.org

I think it's still there ...
configuration --> site settings --> "include a topic section" (Moodledev. 2005043000)
