Fairly new to Moodle. Using Moodle 2.2 and can't seem to get the comment feature to work with Glossary. I have checked the appropriate box to allow commenting, but there are no commenting options when I log in as a student or instructor.

Perhaps you could check in Settings > Glossary administration > Permissions that students and instructors have permission to add comments (both moodle/comment:post and mod/glossary:comment).
Having had this same problem on select installations, I have found that you also need to have turned on:
Site administration > Advanced features > Enable comments (usecomments)
I hope this observation will speed others to a quicker solution.
