The XHTML export is already approximately useable as a paper quiz.
That exact same result, with correct answers marked, could be a report. However, the report framework suffers from
As a report, half the page is the Moodle navigation bars and such, which is not appropriate for either use case.
So the exact same code, producing almost the exact same output, can be used either a report or an "export to cellulose / pdf".

We'd use it/them as both a dead tree export for students taking quizzes via quill, and for the accreditation body. For accreditation review, the correct answers would need to be marked.
This is what one of our local users sent us as far as what they'd like to have:
