Only students on the course get the upload button - its not appropriate (normally) for a tutor to be uploading an assignment response
One way I use around this rather than having to log in as a student is to temporarily add the student role to my own user on the course, that way I can see what the students do as I am a student too - don't forget to remove the role before actual teaching starts
