How do I assign myself as the administrator role so that I can create new courses?
You can't assign yourself adminstrator rights!
If you are the person who installed Moodle, then you are automatically given adminstrator rights.
Otherwise, you need to as an existing administrator to give you the administrator role.
You don't need to be an administrator to create courses. Administrator can assign you the role of the course creator.
