I wonder if it is possible that within a course, an activity (especially a survey) was mandatory to perform, i.e. that a student had to carry out, for example a survey or questionnaire, before finished the course...
And if it is not possible that solution might be reasonable, without much control or monitoring of the same.
Moodle version is 1.9 and 2.4

If Completion Tracking is enabled in your site's Advanced Features then you will be able to set criteria in a course to require completion of certain activities to complete the course. 2.4 is definitely capable of it, but I'm not sure about 1.9.

In Moodle 2.4 it sounds good, I am going to try and see it works for this purpose.
In Moodle 1.9 I have not found this module, a possibility is to use outcomes module where you can assign outcomes to various activities in a course. But, I think you need enough manual managing and that is what I did not want, but I will try it.
