I think 'Save and display' is shared by all activities, so not easy to change just for quiz.
You don't say it explicitly, but you seem to be implying that teachers new to the quiz get confused by the fact that first you set the quiz settings, and only once you save that for do you add any questions. If so, that is an interesting observation.
I can't immediately think of any way to avoid that, given how Moodle works. At least once you have created a few quizzes, you know that is what you have to do, and so it stops being an issues. However, if possible, we would like the quiz to be approachable by new users.
